As for Isaiah that Gods creates evil. When the flood came, God thought it was evil destroying people, but He regretted having created human beings, so because they would not listen destroyed them with a flood. If they had listened, God would have blessed the people.
What is evil?
The word evil has more than one definition. One type of evil has to do with sin. The other type of evil has to do with calamity.
So, is sin God's creation? Well, if God is the maker of gold, does that mean that golden idols are God's creation? If God is the maker of beautiful women, does that mean that pornographic magazines are God's creation? If God is the maker of gravity, does that mean that suicide is God's creation?
Just because God created gravity, that doesn't mean it's His fault that people jump off buildings. When the Bible says that God is the creator of all things, it's not saying that God is the creator of golden idols. It's simply saying that God created the gold that the idol is made out of. But gold in and of itself is not a sin. It's the misuse of the gold that is sin.
Sin isn't God's creation. It's the misuse and abuse of His creation.
So it's true that God is the creator of all things, but technically speaking He is not the creator of all things. He's just the creator of the materials that all things are made out of.
There is a difference between just speaking plain english and getting all technical about it. So stop misinterpreting the scriptures by taking them out of context.
However, when it comes to the evil of calamity. Yes, God creates calamity. God created calamity for Sodom and Gommorah when He rained fire and brimstone upon them. He created calamity for Egypt when he sent those 10 plagues against them.
God does not commit evil. But rather He creates evil for the purpose of punishing those who commit evil, which is the very thing that makes him a righteous judge.
You really need to learn to look up words. It's not that hard - try Wikipedia, or even Google.
