How can I increase my speed by creating a registry entry?

About a year ago when I got my broadband internet, I was able to download at a speed of 500KBPS. Now it only goes 45KBPS. I bought a new computer, contacted the ISP about it, and they say it shouldn't be like that. I did everything there is to think of. Cost me lots. Then I heard that you can create registry entries to increase the speed using Notepad. How can I do this for free? And is it free? I spent enough already.How can I increase my speed by creating a registry entry?
